Abstract: "The digital transformation has formed an unprecedented impact on public education services, and has given new opportunities for the development of public education services. In terms of the supply subject, the single “person” is changing to “human-machine coordination”, and the role of the government is also changing accordingly. In terms of production factors, data has become the most critical component. In terms of governance methods, digitization is accelerating the emergence of a new pattern of “multi-governance” situation for public education services, while providing a good opportunity to bridge urban-rural and regional differences. In terms of the inner structure and boundary, public education services themselves are facing dynamic adjustments. However, imperfect basic implementation, unreasonable allocation of teacher resources, and improper implementation mechanisms have formed obstacles to the digital transformation of public education services. Based on the issues mentioned above, it is necessary to promote multiple capacity improvements to break through the constraints of policies, people, and technology in the digital transformation of public education services in terms of improving system design, optimizing funding allocation, promoting co-construction and setting examples, building a teacher team, and improving data governance."
