KAZAN Declaration of the 11th Meeting of the BRICS Ministers of Education

The 11th BRICS Ministerial Meeting on Education took place on June 11, 2024, in Kazan, Russia, focusing on educational cooperation to foster global knowledge. The BRICS Ministers emphasized the significance of education in strengthening the connections and promote academic collaboration between the BRICS member states. They recognized the need to provide the access to equitable, inclusive and quality lifelong learning opportunities for equality and sustainable development, reiterating the importance of joint mechanisms to implement educational cooperation.

By reaffirming the continuity in implementing the agreements adopted in 2023 in Mpumalanga, South Africa, they ensure to take the following actions.

  1. Development of the BRICS Network University. Expand membership and the thematic areas, as well as consider the establishment of the BRICS NU academic journal.
  2. Facilitation of mutual recognition of qualifications. Focus on joint events, information exchange and capacity building based on consensus.
  3.  University global ranking and evaluation system. Explore a comprehensive quality evaluation system of BRICS universities that reflects the characteristics and diversity.
  4. Digital education cooperation. Organize a series of workshops to promote digital education.
  5. Support of talented youth. Foster the sense of community in the field of education between BRICS member states, identify and encourage talented youth student.
  6. Education facilities for environmental literacy. For example, Russia's initiative for environmental and climate monitoring program.
  7. BRICS Forum of University Rectors/Presidents. Contact directly between universities to foster and increase an effective partnership.
  8. Support of humanities sciences. Preserve the diversity of civilizations and strengthen humanistic values of the BRICS member states.
  9. BRICS TVET cooperation Alliance. Develop common approaches of technical and vocational education and training systems through joint research projects.
